Report clears Caledonia officer of using force

An investigation into charges that Caledonia Police Officer James Logan used excessive force in arresting Mark O. Knutson last December has found that the officer acted appropriately.

The independent investigation, made by the Winona County Sheriffís Office, came to the same conclusion as an investigation by the Caledonia Police Department.

The charges stem from an incident December 6 in which James Logan went to a residence to arrest Knutson, who was alleged to have violated a restraining order. Knutson had contended that Logan injured him so badly that he had needed CPR and that he had suffered internal injuries.
