Rezoning approved for Valley High; Sanness applying for new permit
County commissioners approved a conditional use permit (CUP) for Valley High Golf Course in rural Houston on April 12.
The decision to rezone from an agricultural protection district to residential will allow for a house to be built on one lot along the course in section three of Mound Prairie Township.
Coulee Region Management, which owns the property, had applied for development of three lots, but two were turned down due to water drainage concerns and vulnerability to erosion, commissioner Dave Corcoran and zoning administrator Bob Scanlan said.
The Houston County Planning Commission approved the application on March 23.
Coulee Regional Management had applied for conditional use permits for six lots at the site last year. The planning commission and county board denied that request in February of 2005 based on water, septic, and safety concerns.
County commissioners also approve a conditional use permit for Matt Kubly to build a house in an ag district on less than 40 acres. Kubly owns 38 acres in section 15 of Houston Township. It meets all the setbacks and has a good septic system design, Scanlan said.
Scanlan also reviewed a preliminary plat for David Snow in section 10 of Sheldon Township. There are already two houses on the 40-acre parcel, and it is within a two-mile radius of the City of Houston. In the past, the board has allowed property in this area to be rezoned, Scanlan said. No board vote is necessary at this point.
Scanlan also updated the board on a new CUP application from Scott Sanness. Sanness had a permit for 990 animal units, two barns, and two manure pits denied by the planning commission and county board in January and February of this year.
His new application is for 480 animal units, which is the equivalent of 1,250 hogs, a single, building, and manure storage. It is on the April 27 planning commission agenda at 8:30 p.m.

Doering contested the validity of Smithís conditional use permit, and received a permit himself. The county attorney pulled the Doering permit, Scanlan said. ìThe county attorney made the determination that Smith should get the permit,î he said.
