Man charged with fleeing officer

A Winona man was charged with fleeing a police officer and obstructing the legal process on December 25.

The incident occurred at a Caledonia residence just after 10 p.m. that night. According to the incident report, Caledonia Police Officer James Stemper was responding to a vandalism complaint at the home when he saw Kevin Dale Sultze, 24, of Winona in the house.

Stemper knew there was an outstanding warrant on Sultze, and prepared to take him in. Stemper allowed Sultze to say goodbye to his girlfriend and children, at which time Sultze shoved past another man in the house and ran out a patio door.

Stemper chased Sultze and injured his right ankle. The officer then called dispatch, and Sultze was apprehended by the high school 20 minutes later.

Sultze will be arraigned on the two misdemeanor charges on January 4. He was in the Houston County Jail as of December 29.
