The Houston County Board decided to have the County Attorney’s office review the proposed joint powers agreement for the Southeast Minnesota Regional Radio Board before ratifying it. The county board took another in-depth look at the planning process needed to create an area-wide communications system for Southeast Minnesota.

Tom Hannon, representing the Southeast Minnesota Regional Advisory Committee made a presentation during the Feb. 26 county board meeting. Hannon has previously worked with a 20-county group in central Minnesota to establish a regional radio board. He walked the commissioners through the 22-page document, hitting the high points.

Houston County has been moving forward with 10 other counties in Southeast Minnesota and the city of Rochester to bring the most up to date communications system to the region. The other 10 counties are Dodge, Fillmore, Freeborn, Goodhue, Mower, Olmsted, Rice, Steele, Wabasha, and Winona.

So far, according to Hannon, four counties have approved the joint powers agreement, and he predicted that four more would be approving the agreement in the very near future.

Agreement with

Winneshiek County

County Highway Engineer Marcus Evans presented the board with a joint bridge construction agreement with Winneshiek County.

The two counties are planning a construction project on State Line Road in extreme southwest Spring Grove Township. Plans call to replace Bridge Number L-3962 with two lines of 10 foot by 6 foot pre-cast concrete box culverts. 

Houston County will act as the lead government agency in administering the construction contract for the project, which has an estimated cost of $209,010.50.

FEMA flood numbers

County Emergency Services Director Kurt Kuhlers provided the board with an update on the amount of money the seven-county disaster area has received from FEMA.

Dodge County $457,351;

Fillmore County $13,644,355;

Houston County $10,412,630;

Olmsted County $1,901,343;

Steele County $464,964;

Wabasha County $277,754;

Winona County $6,997,983.
