To the Editor:

The Caledonia City Council speaks of embarrassment caused by Police Chief Shefelbine for his attempted promotion of one of his officers to sergeant (Argus, Jan. 9), but then proceeds to embarrass us with a letter of reprimand that is published but not “registered”. The letter appears to be little more than a cheap shot that the Council knows will “register” with Mr. Shefelbine.

That embarrassment is heightened by the Council, in collaboration with the City Attorney, acting as if the language in Chief Shefelbine’s job description in unclear. While the language is clumsy, it is not unclear. The police chief “undertakes or effectively recommends the full compliment [sic] of personnel actions”. He may “undertake”, or he may “recommend”.  Take this out of the context of city politics and it becomes quite clear: At lunch my child “drinks or generously shares his juice with friends.”  Who believes that this means my child should not drink all his juice, and must be disciplined if he does?

I am sure the City Council would rather that Mr. Shefelbine’s job description said “the chief does not undertake--but instead effectively recommends--the full complement of personnel actions”. So why didn’t councilmembers acknowledge that the job description does not accurately reflect their intent? They could correct the offending language, negate Mr. Stemper’s promotion, and forthrightly deal with what they apparently see as Mr. Shefelbine’s disregard of their wishes.

Did Chief Shefelbine over-zealously interpret his rights as defined by his job description? Perhaps he did. Did he discuss his intent with the Council as would have been prudent? Perhaps he did not. But by pretending that he misrepresented a job description that reasonably can be seen to give him the authority he exercised, and by publicly airing a letter of reprimand that they then “retract”, the City Council and City Attorney have only increased our community’s embarrassment over this unfortunate affair.

I agree with Mr. Lidstrom. I think the wording in the job description is clear. The police chief undertakes OR effectively recommends. In this case Chief Shefelbine chose to take the intiative and do something for the Police Department that it has needed for a long time. It is my opinion that the city is just trying to micro manage the police department. There are council members who have personal agendas and are trying to do what they can to get back at the police department for the officers doing their jobs and writing citations and making arrests regardless of the persons "social standings." As for the letter of reprimand being published but not registered I hope Chief Shefelbine has some legal recourse he can take. I think The city knew they did not have enough to go through with the reprimand and that is why it was not filed.

The City Council/Mayor have their noses where they don't belong.They need to leave it up to the supervisors, chiefs & directors who have better knowledge of their depts.It's a control issue! They also should be supporting the Houston County Board who has put in countless hours on the jail issue. We can't afford to loose any more businesses downtown as their is enough empty buildings. Anyone interested in running for Mayor/City Council! It's time for change!

It's about time the council supports Chief Shelebine's decision to make positve changes to HIS dept.They seem to have a hard time supporting ANY depts. including the Houston County Board. How embarassing to the City of Caledonia!!What is BEST for the City of Caledonia should be their first question!! Chief Sheflebine has done a great job considering he has been short 2 officers for quite sometime.Who has been picking up all of these hours I wonder? Thankyou Chief Shefelbine for your hard work & dedication to the community!!

I agree with Wanted: New Mayor & City Council whole heartily! We need a new mayor and city council! Wow, it appears they like to look and act big, but when it comes down to making the right decisions for the City of Caledonia and the people who support Caledonia, they fall on their faces! If the Chief of Police is not doing his job, who is responsible? Of course the City Council and Mayor who are quite simply unable to do their jobs that they asked for! Go away!

Are you crazy! Tell me where in any city does the Chief of Police hire, fire, promote ,buy cars,discipline ,do anything out of normal, except running of the day to day activities of the Police Dept. Have some common sense.I think the Concil and Mayor did what they had to do.

Sounds like WHAT hasn't been around Caledonia this last year & has NO idea that there are 2 people trying to run the city & not let the dept. heads do their jobs.Why have a Chief if he can't make any decisions on his own? Most people have NO idea what is & has been going on with the Mayor/City Council & the incompetent controlling people that were elected because nobody wanted the job. Caledonia needs a CHANGE!Maybe WHAT needs to run so they know whats really going on!
